I've made dozens of maps of
Istanbul (listed below)
using Google
Maps. They're available
online, right now, for free.
I should warn you that many Google
base maps contain erroneous
information.
The sample below from Google's
Istanbul map shows the Sultanahmet
Camii (Blue
Mosque) in the correct
position—actually in two positions.
But a label in the same place identifies
the Fatih Camii (Conqueror's Mosque),
which is actually located 3.5 km (2
miles) to the northwest.
...and the Hotel Sultanahmet Sarayı
("Sultanahmet Palace") is shown on
the wrong side of Torun
Sokak.
I'm certainly not infallible,
but I've had 40+ years of experience
drawing maps for my guidebooks, and
I humbly suggest that you trust my
markings over the base map labels.
Google
Istanbul Map
This is the basic Google map of the city. Don't trust
Google's placement of landmarks or even places of business.
Some are correct, but many are woefully erroneous.

Free Ministry of Tourism Maps
Turkey's Ministry of Tourism distributes
free plans of Turkey's major cities,
and free road maps, at its offices
in Turkey, and at many offices abroad.
Contact the Turkish tourism office
or tourism attaché in your country
to
see if they'll send you a map. Otherwise,
wait until you get to Turkey to pick
one up, although not all maps are in
stock at all times in every location.
Not also that airport international
arrival terminals often have racks
of free advertisement-supported
city maps that can be useful for finding
your way at first; and the price is
right.
Paper Maps from Tulumba
Tulumba,
the online Turkish products megastore,
has a long list of paper maps and atlases
available for purchase.
Paper Maps Sold in Turkey
Bookshops
in Istanbul and other
major tourist destinations carry selections
of paper city plans and highway maps
which you can inspect and buy on the
spot after you arrive in Turkey.
